Training Session on Processes & Procedures for Implementation of ESMF under PCP

July 06-07 & 08, 2021

The World Bank Environment & Social Safeguard Team, PCP Institutional Strengthening and Environment & Social Safeguard’s teams organized training sessions on implementation of Environment and Social Management Framework (ESMF) and its processes and procedures on July 06 – 08, 2021 at Pakistan Institute of Management (PIM), Gulberg-III, Lahore.  The PCP E&SS team presented the implementation steps of ESMF in detail and gave knowledge on environmental and social assessment procedures (ESMP/ EIA/EII, RAP/ARAP) to be followed by MCs while preparing, appraising and implementing subprojects. Through virtual link, World Bank Team participated in training activities. The world Bank Team and PCP Team also addressed the runtime questions and answers of the participants. The participants of the training sessions were Municipal Officers (I&S) & Municipal Officer (Planning) of 16 PCP partner cities.

Annual Performance Assessment (APA) for Performance Based Grants in 16 Partner Cities under PCP

June 05, 2021

LG&CD Department has hired an independent firm M/s EY Ford Rhodes, Charted Accountants to conduct Annual Performance Assessment of Disbursement Linked Results (DLRs 2020-21). Accordingly, the firm conducted said assessment. Contextually, 15 out of 16 MCs qualified and achieved the sufficed threshold against targeted Disbursement Linked Indicators (DLIs). The result shared with The World Bank, Planning & Development Department and LG&CD Department. Subsequently, funds amounting USD 53.933 million are also released. Throughout the exercise, Institutional Strengthening section of PMDFC has provided necessary support in terms of orientation, run time support and coordination etc.

Trainings on COVID 19 SOPs and Citizen Engagement sessions for MC staff and community member was arranged by PMDFC

Trainings on COVID 19 SOPs and Citizen Engagement sessions for MC staff and community member was arranged by Punjab Municipal Development Fund Company titled “Facilitation on Occupational Health & Safety for Frontline Staff to combat COVID-19”. The sessions were organized and managed by PMDFC- Institutional Development (ID) team with the collaboration of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH - LoGo-II under the direct guidance of LG&CD Department. The training sessions were imparted at Municipal Corporation Muridke and Municipal Committee Gojra from March 09 to 20, 2021. PMDFC– ID team also conducted Citizen Engagement sessions for MCs staff and community members encompassing the activities; sensitizing corona prevention, Right to Information (RTI) & Transparency Act, 2013 and Computerized Complaint Tracking System (CCTS) with the perspective of effective municipal service delivery and prevention of COVID 19. The sessions were managed by Mr. Shoaib Iftikhar GM-ID and his team under the esteemed guidance of Muhammad Aamer Nazeer, Managing Director, PMDFC.

PMDFC organized a consultative session on Needs and Specifications of Machinery & Equipment for Collection & Transportation of Solid Waste in Program MCs on February 09, 2021 at PCOM (Punjab Civil Officers Mess), GOR-I, Lahore.

Representatives of LG&CD Department, Urban Unit, Solid Waste Management Companies and Municipal Officers (I&S) of 16 participating MCs attended the consultative session. The issues related to solid waste management, shortage and inefficiency of the machinery and equipment in MCs were discussed and desired to provide the most efficient machinery and equipment for improvement of the solid waste collection and disposal.

PMDFC organized training sessions on Transparency & Accountability and Investment Planning in MCs on February 03-04, 2021 at Pakistan Institute of Management Sciences (PIMs), Gulberg, Lahore. Chief Officers, Municipal Officer (I&S) & Public Information Officers from PCP partner cities attended the training sessions. Mr. Shoaib Iftikhar, SPO-IS, PCP along with his team briefed the participants regarding results areas of Institution Strengthening and the e-governance initiatives/ programs implemented in MCs under PCP. He highlighted the significance of MACs and PMs of all result areas and mechanism of obtaining Performance Based Grants (PBGs), Performance Assessment Criteria, Means of Verification, DLI Verification Protocols, Monitoring & Evaluation and reporting mechanism. SPO-IS also briefed and sensitized the MC officers regarding adoption and implementation of institutional strengthening initiatives in MCs to fulfill certain Performance Measures (PMs) under Punjab Cities Program (PCP).

Refresher Training on Implementation of Right to Information (RTI) Act, 2013 in MCs

A refresher training session was held on Wednesday, October 21, 2020 at PMDFC Office, Lahore on implementation of Right to Information (RTI) Act, 2013 in MCs. Public Information Officers (PIO) designated by Municipal Committees from Eight (08) MCs (Burewala, Daska, Gojra, Jaranwala, Kamalia, Khanewal, Okara & Vehari) attended the training session. Mr. Shoaib Iftikhar, General Manager – ID, alongwith his team briefed the salient features of PCP and program initiatives being undertaken in 16 selected partner cities. GM-ID briefed and sensitized the officers regarding adoption and implementation of RTI ACT in MCs to fulfill certain Performance Measures (PMs) under Punjab Cities Program (PCP). SOPs on RTI Act were shared with the participants for its smooth implementation within MC mandate. Furthermore, necessary information was given regarding addressing/ responding RTI application, response time & application process time, maintaining RTI Register, developing RTI database and preparation of MC Annual Report for dissemination of information/ awareness to the general public.

Punjab Cities Program (PCP) organized a capacity building media exposure field visit for the journalists of Voice of America (VOA) to Gojra

Punjab Cities Program (PCP) organized a capacity building media exposure field visit for the journalists of Voice of America (VOA) to Gojra - one of the 16 Municipal Committees/Corporations of the program. Gojra was chosen to highlight the project interventions, as several developmental projects were taking place in the city.

The visit was organized to raise awareness of the program among the general public, also to inform the locals of Gojra regarding the nature of developmental initiatives that will improve their well-being, along with highlighting the progress of infrastructure development works on-ground.

Saman Iqbal Khan, Correspondent, VOA accompanied the team of PCP which was led by Muhammad Iftikhar Rasool, Deputy Project Director (DPD), PCP to Gojra.

The team of PCP and VOA met the Administrator of Gojra, Sundus Harris along with her team. A brief presentation was delivered by the host regarding the progress of PCP’s interventions in Gojra. The VOA team also interviewed the Administrator regarding the current projects of PCP in Gojra. The Administrator expressed satisfaction over the pace of developmental projects.

DPD, PCP briefed the Administrator and MC-concerned staff over the purpose of the visit. He described that PCP is a very important project which aims to promote service delivery so that the public could receive maximum benefits. PO (Communication), PCP introduced the team of VOA and narrated that the coverage will raise awareness among people on PCP-related activities.

The visiting team also went to the field to monitor the progress of infrastructure projects including the replacement of sewer line of 24 inches from Kumharan Wala Chowk to Pasco Godown road in Gojra. The VOA team also interviewed the residents about how their lives have improved owing to this development.

One of the disposal stations in Bhalwand Pura, Gojra was also visited where the replacement of a sludge pump of 5 cusec capacity and a sluice valve of 12 inches was carried out.

The VOA team was also taken to Ali Asghar Park - a recreational facility in the heart of Gojra. Laborers were busy placing concrete pavers in the park. Benches had also been installed in the park for the comfort of people as part of the program. The quality of the concrete pavers and thickness of the sand cushion, sub-base was examined at the main entrance of the park. DPD, PCP instructed the consultant to provide the expansion joint at the boundary wall of Ali Asghar Park.

PCP aspires to bring a real change in the lives of people by promoting sustainable development in Punjab.

The Environment and Social Management (ESM) team of PMDFC held a consultation session with Rescue 1122 - Official. The ESM team comprising Rizwana Anjum, Program Officer; Tehmina Kiran, Deputy Program Officer Gujranwala; and Kinza Nadeem, Research Analyst - Urban Planning met Dr. Rizwan Naseer, Director General, Punjab Emergency Service, and a detailed briefing on Environmental and Social Management Framework (ESMF) of Punjab Cities Program (PCP) was given to him.

Dr. Rizwan Naseer appreciated the environmental and social management procedures to be implemented during service delivery projects of Local Government & Community Development (LG&CD) Department. He also showed keen interest in Environment, Health & Safety (EHS) SOPs developed under PCP and desired to provide trainings to his field staff on the same.

Punjab Cities Program (PCP) establishes its regional office of North Punjab

August 15, 2020: PMDFC, as part of its flagship project ‘Punjab Cities Program (PCP)’ has successfully established its regional office of North Punjab in Gujranwala. This regional office would operate for the capacity building and institutional strengthening of the following Municipal Corporations/Committees (MCs): Daska, Hafizabad, Jhelum, Kamoke, Muridke and Wazirabad.

The regional office will organize hands-on workshops for the officials of the above-mentioned MCs on Procurement, Infrastructure Development, Financial Management, and Environment and Social Management (ESM). The regional staff of Procurement, Infrastructure Development, Financial Management and ESM teams will offer facilitation to MC’s staff.

The central core team of PCP will also visit the regional office for technical assistance to MC’s staff of the North Punjab region.

Muhammad Aamer Nazeer, Project Director, PCP / MD, PMDFC urged the regional office team to excel in training and capacity building initiatives, so that the officials of respective MCs can be sensitized on improved urban management and service delivery.

Secretary, Local Government & Community Development Department (LG&CDD)

The senior management of PMDFC headed by Muhammad Aamer Nazeer, Managing Director held a meeting with Babar Aman Babar, Special Secretary, Local Government & Community Development Department (LG&CDD). The meeting was also attended by Rao Imtiaz Ahmad, Additional Secretary Development, LG&CDD.

MD, PMDFC presented the progress of various activities taking place as part of Punjab Cities Program (PCP).

The Special Secretary, LG&CDD appreciated PMDFC’s efforts to fulfill the Disbursement Linked Indicators (DLIs) in a timely fashion and for meeting the World Bank requirements for the release of funds amounting to US$ 42.64 million.

MD, PMDFC also informed the Special Secretary, LG&CDD that all PCP procurements were in-line with the World Bank Procurement Regulations.

It was urged that the interventions being implemented under PCP to fulfill the program DLIs need to be institutionalized and provided mandatory legal cover.

The Special Secretary, LG&CDD advised the PMDFC team to develop revenue enhancement plans for partner MCs for the current financial year (FY 2020-21). The move will provide a strategic framework for the self-sustenance of MCs.

It was also observed that there is immense potential to promote energy conservation strategies such as solar tube wells and solarization of water filtration plants in partner MCs.

The Special Secretary, LG&CDD also emphasized the importance of sectoral planning to avoid wastage of resources in piecemeal development.

 
   

Training Session on Computerized Complaint Tracking System (CCTS)

A training session on Computerized Complaint Tracking System (CCTS) was held on July 22, 2020, at the office of PMDFC. The session was attended by Complaint Cell In-charge(s) and Complaint Cell officials from six MCs which include Bahawalnagar, Burewala, Hafizababd, Kot Addu, Muridke and Vehari.

The participants were sensitized regarding the adoption of CCTS to fulfill the Minimum Access Conditions (MACs) and Performance Measures (PMs) for Year-II under Punjab Cities Program (PCP). The MC officials were given practical knowledge and demonstration for the smooth functioning of CCTS, which was appreciated by the participants.

Orientation Session for Punjab Cities Program (PCP) partner MCs organized by Financial Management (FM) section

July 16, 2020: The Financial Management (FM) section of Punjab Cities Program (PCP) organized an orientation session for PCP-partner MCs. In this inaugural orientation session, Chief Officers (COs) and Municipal Officers (MOs) Finance of MC Vehari, MC Khanewal and MC Gojra participated.

The session was conducted by Nauman Akhtar, SPO (FM), Waheed-Ur-Rasheed, PO (FM) and Zeeshan Ali, DPO (FM) from PCP.

The training session was aimed to give a brief introduction on Performance Measures (PMs) and Minimum Access Conditions (MACs) regarding financial management and the way forward to achieve them. The MC officials were also briefed on the approved Annual Development Plan (ADP), annual budget estimates generated from Computerized Financial Management System (CFMS) and MC Co-financing for Performance Based Grants (PBGs) for Financial Year 2020-21 among other matters.

MD, PMDFC advised the FM team to continue similar activities of training and sensitize partner PCP MCs about their role in meeting the Disbursement Linked Indicators (DLIs) for this financial year’s Performance Based Grants (PBGs).

Meeting of the HR Committee of the Board convened

July 13, 2020: A meeting of the HR Committee of the Board of PMDFC was held in the committee room of PMDFC. The meeting was attended by the following officials:

Various HR-related matters were discussed in the meeting. The HR Committee has recommended various matters related to the agenda of the meeting for BOD, particularly hiring for Punjab Cities Program (PCP) staff. The HR Committee advised the management to go for revision and updation of HRM manual in the wake of current market trends through outsourcing it to some reputable firm.

The effects due to COVID-19 were also discussed in the meeting. The MD, PMDFC briefed the Committee regarding the change of seating plan and safety measures taken due to this pandemic, and briefed that the staff had been adjusted at safe distances.

The Committee was also briefed on the requirements that arose due to new projects assigned to PMDFC by LG&CD Department.

 
   
   
World Bank organizes e-procurement system training for PCP staff  
Jul 08-10, 2020

The World Bank organized a three-day interactive online workshop on the development of an e-procurement system as a makeshift arrangement in the backdrop of challenges due to COVID-19.

The scope of the e-procurement training activity was to ensure the provision of an e-procurement solution that will support the public procurement competitions under the WB-financed projects.

Through this approach, the procuring agencies will be able to define procurement demands via electronic means, advertise and perform online processes for goods, services or works procurements and managing the contracts in a centralized manner.
The e-procurement system will enable the market vendors to obtain easy access to competitions and achieving efficiency-gains through electronic support of pre-qualification and bidding process.

The e-procurement system would standardize the procurement process, ensuring the effective management of full procurement cycle, easy access to information, meeting the prevalent rules and audit requirements, and greater efficiency and productivity in the process flow.
MD, PMDFC rated this online workshop as a learning experience for the PCP team, as it enabled them to define the online procurement processes, using
best international practices for public procurement transparency and capacity building of suppliers for effectively using the e-procurement solution.

 
   
Training Session on MCs website updation organized  
Jul 07, 2020  

July 07-08, 2020: A training session on MCs website updation and maintenance was held at PMDFC’s Office, Lahore. Officials from eight MCs namely Bahawalnagar, Burewala, Daska, Jaranwala, Kamoke, Khanewal, Kot Addu and Okara attended the training session. The officials were Office Superintendents and Computer Operators (focal persons) for website updation.

The basic purpose of the training activity was to offer a clear understanding to MCs officials on the objectives and importance of Minimum Access Conditions (MACs) and Performance Measures (PMs) regarding the website, to enable officials to make relevant changes and upload latest developments on the website, and disseminating information amongst stakeholders regarding MCs initiatives, targets and achievements.

Preliminary Consultations and briefings on Environmental & Social Management Framework (ESMF)

May 11-15, 2020: Consultative sessions on Environmental and Social Management Framework (ESMF) were conducted with the representatives of 16 Municipal Corporations (MCs) as part of Punjab Cities Program (PCP).

These capacity building sessions were aimed to brief the Environment and Social Management Focal Persons (ESFPs) regarding their roles and responsibilities and to disseminate preliminary information of ESMF, and environmental and social impacts that may emerge during the execution of PCP’s sub-projects.

During the training sessions, the ESFPs were apprised regarding the procedures of environmental and social compliance and incorporating their feedback in the ESMF.

The ESMF highlights the complete framework for environmental and social management of all eligible investments that will be carried out under PCP. The Program Officer (Environmental and Social Management) (PO-ESM) being the focal person for the compliance of ESMF of PCP has developed training plans and manuals to build the capacity of the staff of 16 MCs regarding the implementation of ESMF and environmental and social policies and procedures.

The representatives of 16 MCs who received training were notified focal persons from the Local Government & Community Development Department (LG&CDD). They showed keen interest in the presentations, as they were sensitized regarding the various environmental legislations and the prevalent environmental and social issues in Punjab.

The consultative sessions were conducted while maintaining the social distancing rules as per the directives of the Government of Punjab.

Punjab Cities Program (PCP) Launch Ceremony

"A formal launch ceremony of PCP and dissemination of Solid Waste Management Report by the World Bank “What a Waste 2.0” was organized by LG&CD Department in collaboration with World Bank and PMDFC at Avari Hotel, Lahore. Honorable Finance Minister, Makhdoom Hashim Jawan Bakht graced the occasion as a Chief Guest.

The eminent speakers delivered comprehensive presentations and two panels of experts shared their valuable views on tackling the MSWM challenges – Global lessons applicable to Pakistan and Urban Management & Service Delivery - Opportunities & Challenges.

In this regard, an orientation / Sensitization work shop was arranged with the leadership and top management (Chairmen, Vice Chairmen & Chief Officers) of all participating Municipal Committees to sensitize about the operations of program. The program will build systems to improve transparency, accountability, responsiveness of the city governments and will develop municipal infrastructure in the selected cities“
